Often shelters are run by religious organisations, and have expectations that residents conform to religious behavioral constraints while staying there (either to participate in the religion that runs it or not practise your own)

Often they ban queer relationships in the facility, and discourage needed healthcare such as abortions.

Sometimes these facilities are restricted to adults, meaning you can’t bring your kids or stay there as a minor.

Almost universally this sort of places bans drug use and alcohol, which can have really serious repercussions for people who are physiologically addicted.

A huge amount of shelters under the current system remove any kind of autonomy people have, treat them like children incapable of taking care of themselves, and hold them to unattainable standards of conduct.

Honestly? I’d prefer to hide out in the woods too.
